Vietnam is now Southeast Asia's largest electric two-wheeler market
Vietnam's electric two-wheeler segment (e-motorcycles plus e-bikes) kept compounding after the 2024 article was written. By 2025 the country was Southeast Asia's largest electric two-wheeler market. Worldwide, China leads by a wide margin; India and Vietnam are the next two. In 2025 India's overall e-2W sales (~1.2M) slightly exceeded Vietnam's (~0.95M), but Vietnam leads the electric-motorcycle (L3) sub-segment on VinFast's volume. In early 2025 the L1 segment (under 50 cc, e-bikes and mopeds) surged about 113% and the L3 segment (over 50 cc e-motorcycles) rose about 49% year on year. Total two-wheeler sales reached about 1.32 million units in the first five months of 2025 alone, up about 20% versus the same period in 2024.
Vietnam's electric two-wheeler market is led by domestic brands
According to Kirin Capital, Vietnamese-owned electric motorbike makers hold about 70% of the local e-motorbike market. VinFast is the clear leader: it sold 406,453 electric motorbikes in Vietnam in 2025, up about 473% year on year, taking more than 43% share and ranking first. Pega (formerly HKbike, Vietnam's first local e-two-wheeler brand) is second at close to 16%.

The table above corrects the order using 2025 retail share. VinFast's 406,453 units is confirmed by Vingroup's 2025 results; the percentage shares are Kirin Capital / theinvestor.vn figures and are approximate.
The policy that changed everything: Hanoi's fossil-fuel ban (Directive 20)
In July 2025 Prime Minister Pham Minh Chinh issued Directive 20/CT-TTg on urgent environmental measures. It directs Hanoi to end fossil-fuel motorcycle and moped circulation within Ring Road 1 from 1 July 2026. The roadmap then expands: from 1 January 2028 the ban covers Ring Roads 1 and 2 plus restricted private cars, and from 2030 it reaches Ring Road 3. About 450,000 motorbikes serve roughly 600,000 residents inside Ring Road 1; Hanoi runs about 6.9 million motorbikes citywide. The shift is a direct demand driver for electric two-wheelers. On the supply side, Vietnam offers a 0% registration fee for EVs (through February 2027) and an 8% VAT rate; Hanoi is studying trade-in support of up to VND 20 million for low-income households to switch to e-models. Nationally, the government targets about 22% of two-wheelers to be electric by 2030.
