If you are looking for an electric moped factory in China, you are looking for the same factories that dominate China's licensed electric two-wheeler market. In China, the moped class (电动轻便摩托车, blue plate, 25–50 km/h, F licence) is almost always made alongside full-speed electric motorcycles by the same large manufacturers — there is no separate "moped-only" tier of factories. The ranking below follows 2025 sales data published by the China Chamber of Commerce for Motorcycle Industry (CCCMI), then profiles each factory's moped line.
2026 Update: China's Top 10 Electric Moped Makers by 2025 Sales
According to CCCMI, China's licensed electric motorcycle segment (which includes electric mopeds) sold 3,506,200 units in 2025, up 1.14% year on year. The top ten makers accounted for 3,292,900 units, or 94.0% of the market (CR3 = 56.5%, CR5 = 74.9%). This ranking covers licence-plated electric two-wheelers only and excludes the much larger, licence-free electric bicycle segment.

The Electric Moped Market in China
China regulates electric two-wheelers in three classes. Only the last two are motor vehicles:
Class
Top Speed
Motor
Plate / Licence
Standard
Electric bicycle (电动自行车)
≤25 km/h
≤400 W
None / none
GB 17761-2024
Electric moped (电动轻便摩托车)
25–50 km/h
≤4 kW
Blue plate / F licence, no pillion
GB 24155-2020
Electric motorcycle (电动摩托车)
>50 km/h
>4 kW
Yellow plate / E or D licence
GB 24155-2020
Three facts shape this market for importers:
Licences are not a differentiator. The F, E and D motorcycle licences have identical test subjects; holding an E licence already covers mopeds. Because the paperwork is the same and both classes fall under the same city motorcycle restrictions, most Chinese buyers who need a licence simply buy the faster yellow-plate model. Moped (blue-plate) demand is real but is the smaller slice of the licensed segment.
Sales recovered in 2025. After two down years, licensed electric motorcycle sales rose 1.14% to 3.51 million units, with the top 10 holding 94% of the market. The stricter GB 17761-2024 e-bike standard (Sept 2025) pushed some demand toward licensed models.
Export demand is the moped's home market. Europe (L1e, ≤45 km/h, AM licence) is the classic moped destination — EEC/COC type approval is mandatory there. Chinese factories produce L1e-configured mopeds specifically for EU, UK, Australian and Latin American dealers.

What exactly counts as an electric moped in China?Under Chinese law, an electric moped (电动轻便摩托车) is a licensed motor vehicle with a 25–50 km/h top speed, up to 4 kW motor, blue plate and an F (or higher) motorcycle licence; it cannot carry a pillion. It sits between the licence-free e-bike (≤25 km/h) and the full electric motorcycle (>50 km/h, yellow plate).
Why is your ranking based on electric motorcycle sales, not moped-only sales?Chinese manufacturers build mopeds and full electric motorcycles on the same production lines — there is no separate tier of moped-only factories. The CCCMI does not publish a moped-only split, so the licensed electric two-wheeler ranking is the best available sales-based proxy for factory strength.
Can Chinese factories produce a 45 km/h moped for the European market?Yes. European L1e (≤45 km/h, AM licence) is the classic moped destination and several of the factories above ship L1e-configured models. You will need EEC type approval (WVTA) with e-mark and a COC — BENLG can support certification for your market.
What is the typical MOQ for a first bulk order?MOQ depends on model and customisation. Standard colour/spec orders start lower; OEM/ODM branding usually raises the MOQ. Contact BENLG with your volume for a firm number.
How do I choose between a moped and a full electric motorcycle for my market?Match the class to local law: if your market's licence category caps at 45–50 km/h (e.g. EU L1e, some states in Australia/Latin America), a moped is the correct import. If local rules allow higher speed classes and your buyers want highway-capable models, a motorcycle-class unit fits better. Tell us the destination and we will recommend.
Do you support private-label / OEM orders?Yes — logo, colours, packaging and spec changes are all possible. We regularly build private-label moped and scooter lines for distributors.

Zong Shen is a large-scale comprehensive enterprise mainly producing and selling fuel motorcycles, electric mopeds, motorcycle parts, auto parts, IT parts, etc.
At present, Zongshen Locomotive has a number of functional units such as two-wheeled vehicles, special vehicles, parts, and technology research and development centers. It has an annual production capacity of 4 million fuel motorcycles, electric motorcycles and three-wheeled motorcycles.
Conclusion
With the development of time, electric motorcycles have become an indispensable means of transportation in daily life. Due to the increase in electric vehicles, roads are becoming more and more congested, especially during the daily commute. Compared with electric bicycles, electric motorcycles have significantly stronger power, endurance and speed, and are suitable for long-distance travel.
China’s electric two-wheeler market in 2025 was highly concentrated: the top three brands — Yadea, AIMA and Tailg — together held over 56% of domestic sales (58.77 million units in total, +16.6% YoY), and the leaders are pulling further ahead. For B2B buyers, the first filter when choosing a Chinese supplier is compliance: since 1 December 2025 every unit sold or registered in China must meet GB 17761-2024 and carry CCC certification (Yadea had 68, AIMA 50 and Luyuan 25 compliant models by end-2025). Beyond certification, check the target-market homologation class (EU L1e-B/L3e or the local equivalent), available documentation, MOQ and lead time, spare-parts and warranty coverage, and whether OEM/ODM or CKD is offered. Note that several suppliers profiled here — NIU and Zonsen in particular — are not domestic-volume e-moped leaders, so weigh them by segment fit rather than by rank. BENLG, the publisher of this article, is an OEM/ODM and CKD exporter and can supply a quote on request (see the contact link in the publisher note).
